During the General Assembly of Pirate Parties International (PPI), held in Paris April 2014, the delegates elected a new board. The two persons elected as co-chairpersons were Maša Čorak (from Croatia) and Koen De Voegt (from Belgium). Many of the delegates have big hopes for these two and they were even called a dream-team by some. Tomorrow, on the 14th October 2012 the regional and municipal elections are taking place in Belgium, which has compulsory voting for every citizen from 18 years of age. Legal sanctions still exist, but they haven’t been enforced by prosecutors since 2003 .
The territory of Belgium is divided into three Regions, two of which, Flanders and Wallonia, are in turn subdivided into provinces; the third Region, Brussels, is neither a province nor a part of a province. Belgium’s political institutions are complex; most political power is organised around the need to represent the main cultural communities: there are six different governments running the country: the Federal government, the combined Flanders and Dutch speaking government, the Walloon government, the French speaking government, the German speaking government and last but not least the capital Brussels government.
The Regional Open Source Conference of Central Asia (ROSCCA) 2012 is a consultation of the Free/Open Source Software (FOSS) users groups from Central Asia and South Asia. It is taking place between December 15 and December 18, 2012 in Dushanbe, Tajikistan. This will be the 2nd Regional Open Source Conference of Central Asia.
ROSCCA 2012 is organized by Open Source Alliance of Central Asia (OSACA). The Regional Conference brings together experts, advocates, educators, policymakers, high offic
ials, youth and the mass media to discuss the most pressing technology issues, foster regional collaboration and showcase latest technologies.

ROSCCA 2012 covers variety of topics, presents research and industry papers, tutorials, thematic sessions, panel discussions, hands-on training workshops and project demonstrations.
Held every year at one of the Central Asian cities, ROSCCA is the premier forum of Open Source technologies in the region. It brings together the most influential business leaders, academics, researchers, policymakers, government officials and professionals to discuss the present and future of FOSS in Central Asia.
The National ICT Alliance of Afghanistan (NICTAA) and Open Source Afghanistan (OSA) launched ROSCCA in September 2011 in Kabul, Afghanistan, through the 1st Regional Open Source Conference of Central Asia. NICTAA is a consortium of the Afghan ICT players. OSA is a FOSS user group in the country.
The participants of ROSCCA 2011 from various countries of the Central and South Asian regions formed their consortium in Kabul called Open Source Alliance of Central Asia (OSACA). NICTAA has transferred the responsibility of holding future ROSCCA meetings to OSACA.
ROSCCA 2012 Mission:
The Mission of ROSCCA 2012 is to: Enhance regional cooperation and partnerships in trade and education through a platform for exchange of knowledge, experiences and technology among the Central and South Asian nations.
The Czechs have their first elected Pirate Senator. Pirates worldwide will be rejoicing with PPCZ as they celebrate Libor Michálek’s success in the senatorial elections.
Famous, in his own country, as a whistle blower for exposing corruption in 1996 when he worked for the National Property Fund. In 2010 his complaints about fraudulent manipulation of procurement and tendering led to the dismissal of ministers and top officials. In March 2011, he was awarded the Endowment Fund Against Corruption Prize. In May 2011 he was awarded the František Kriegel Award from Charter 77 for the outstanding achievements in the struggle for human rights and civil liberties.

INDECT received another blow in the past weekend when joined forces of Pirate Parties and Anonymous took to the streets in several European countries.
The action, called “#OpINDECT”, took place in Germany, Austria, Switzerland, the Czech Republic, Portugal, France and other countries in Europe and elsewhere. At least 32 Pirate Parties registered for the protest in Germany alone. While the day the protests were taking place (21 October 2012) was set in stone, the groups all over Europe came up with different creative approaches to inform the public about the dangers of INDECT.
During the past 1.5 months the pirate movement has grown with 38 833 followers on Facebook and 5 847 followers on Twitter. This brings the total amount of people following a pirate party on Facebook or twitter to 587 852 people.
This month I moved the recurring analysis to the beginning of the month instead of having it in the middle. It makes more sense measuring the numbers from month to month instead of half the previous month + half this month. I analyzed the followers in August and September and plan to keep looking at them once per month. Suggestions on what to measure for next month are always appreciated.
